Teacher education for pre-primary and primary schools

Teacher education for ISCED LEVELS 0 and 1 generally takes place in Bachelor degrees in university colleges of education. The minimum duration of study is six semesters and comprises 180 ECTS credits. Education in artistic subjects is compulsory for all students and covers the disciplines art education [Bildnerische Erziehung], music education [Musikerziehung], technical crafts [Technisches Werken] and textile handicrafts [Textiles Werken]. The proportion of artistic subjects in relation to general education is subject to the autonomous decision of academic commissions and therefore varies from institution to institution.

The curricula are modular in structure. The artistic educational contents are often integrated into related courses in education modules such as Learning with all the senses, Creativity and Integrated design. To determine the actual proportion of artistic education it is necessary to examine the curricula of each university college of education.

Teacher education for lower secondary schools

Teacher education for lower secondary schools (ISCED 02) is a six semester Bachelor teacher training degree with 180 ECTS credits in all of Austria's university colleges of education, with the exception of the University College of Education of Burgenland and the Christian University College of Education of Graz. The artistic didactical subject-related specialist education currently comprises 42 of the 180 ECTS credits.

In the teacher training degree for lower secondary schools it is compulsory to choose a first subject (German, foreign language or mathematics) and a second subject from the entire range of other subjects, among which art education, music education, technical crafts and textile handicrafts.

The curriculum of each professional training qualification has a modular structure. The artistic educational content is mainly structured according to related courses: modules for art education are for example graphic art, visual culture, aesthetic practice and theory, media and visual communication, graphic and planning strategies, everyday aesthetic and aesthetic research.

Artistic-cultural competence profiles of university colleges of education

Every university college of education has a cultural coordinator and is developing a specific profile for this post. The cultural coordinators are members of a crosslinking group of the Federal Ministry for Education, Arts and Culture. The crosslinking group is preparing a conference for the Autumn of 2011 for Holistic creative learning culture. An annual Culture Day, or cultural network event is organised in which the institutions will provide information via live contributions on the platform Virtual university college of education

The university colleges of education have artistic-cultural courses:

  • Culture pedagogy in the University College of Education of Lower Austria;
  • Museum pedagogy in the University College of Education of Vienna;
  • Method drama in the Catholic University College of Education of Vienna;
  • Theatre pedagogical learning through acting, Art therapy and pedagogy, and Voice-expression-presentation in the Private University College of Education of the Diocese of Linz.
  • The Catholic University College of Education of Graz distinguishes itself for its emphasis on art education for general and special needs pedagogical aims (Compare Pirstinger, 2009).

Teacher education in artistic subjects in universities

Teacher education for teachers in secondary schools and colleges

Teacher education for teachers in secondary schools and colleges (ISCED 2 and 3) takes place in the music and art universities in Vienna, Salzburg and Graz. The minimum duration of study for artistic teacher training courses for secondary schools and colleges is nine semesters and comprises 135 ECTS credits. The teacher training courses have to be combined with a second teaching subject.

Education in Instrumental and Voice Pedagogy and in Music and Dance Education leads to a certificate that allows students to teach different age groups and is offered by both the public music universities and the private universities in Vienna and Linz. The private universities offer other bachelor degrees, mainly in the area of elementary music pedagogy.

Below an overview is presented of the pedagogical study programmes in artistic subjects in Austrian university establishments. The complete information can be found at the respective Internet addresses.

The Austrian Science Council comments: 'The timely introduction - proposed for 2009/10 - of a programme concentrating on media design within the teacher training programme allows the recognition of the shape of a development, which is required in order to connect teacher training programmes at universities of art and design with changes happening in school curricula'.
(Science Council 2009, 48).

Entrance restrictions to programmes of study in artistic teacher education

Access to programmes of study in artistic teacher education in music and art universities depends on a positive result in the assessment of artistic aptitude according to university regulation 2002, §63 para. 1 (Federal regulation for the organisation of universities and their programmes of study, 2002). Correspondingly, the university colleges of education require applicants for study to attend only an aptitude and advisory discussion and only as needed for a special aptitude test. In the area of artistic subjects only musical-rhythmic aptitude is tested.
(Federal regulation for the organisation of universities and their programmes of study, 2005 and Federal Law Gazette 112., 2007 University Authorization Regulation).

Artistic teacher education in other areas of pedagogical university education

At the university colleges of education there are two main types of inclusion of artistic and cultural education in the curricula of non-artistic programmes of study,

  1. The modular structure of education brings together education content from the most diverse subject origins into qualification modules both in teaching activities themselves as well as in issues of performance.
  2. Many educational courses are embedded in elective subjects, which provide artistic-cultural teaching in schools within the area of extra-curricular activities, for example drama pedagogy, rhythmic education.

In the art universities the integration of artistic and cultural education in the curricula of non-artistic programmes of study is expressed mainly in terms of inter-university collaboration. Both universities in Salzburg, the Paris Lodron University Salzburg and the Mozarteum University Salzburg have, for example, created a Main focus for Science and Art
(Compare. 2.6.9 Good Practice).

Post-Graduate artistic and cultural teacher education programmes

Post-graduate courses and additional training in the area of artistic and cultural teacher education are offered both by the art and music universities as well as the university colleges of education. The programme offered is closely linked with the area of continuing professional development.

Involvement of artists in teacher education

According to the professional representatives of artistic teacher education (BAGME, BÖKWE) cooperation would produce quality-driven stimuli for university artistic teacher education. University teacher education could contribute innovative ideas to the promotion of culture.

The music and art universities integrate the artists' teaching in their institutions in various permanent ways into teacher education. The range of this will be considerably expanded and qualified through the international mobility of the artists involved in teaching.

Cooperation between teacher education and schools involved

The cooperation between teacher education and the schools involved takes place mainly in the area of school-related studies. The cooperation is stronger in teacher education within the university colleges of education than in the music and art universities: the curricula of the university colleges of education include school-related studies as an extensive, continuous segment, which enables permanent practice and reflection of the placement experience by students during their entire degree course.

As a result the educational system of university colleges of education does not require a probationary year at the end of the programme of study. Successful completion of the programme of study provides entitlement to teach fully independently.

Organisations and institutions that support artistic and cultural education in the area of teacher education

The Federal Coordinating Centre for Cultural Work in Schools [ZSK] at the University College of Education of Vienna works on behalf of the Federal Ministry for Education, Arts and Culture.

The ZSK links and coordinates courses and initiatives of the university colleges of education, as well as in collaboration with national and international institutions involved in cultural work both within and outside schools. Thematically the ZSK deals with the themes of "Creative learning, strengthening of the cultural work in all-day schools, strengthening of music-creative school subjects, art and artistic access through new communications technologies, and art and personality development" amongst others. In the area of artistic teaching subjects the ZSK provides education courses for cultural coordinators.

Networks that support artistic and cultural education in the area of teacher education

Federal music education working group [Bundesarbeitsgemeinschaft Musikerziehung / BAGME]

The Federal Ministry for Education, Arts and Culture set up a Federal music education working group [BAGME]. The key duties of BAGME are to offer advice and to create cross-curricular activities in order to develop quality in music education. BAGME investigates the necessary conditions for professional teaching in schools and makes the results available to the educational institutions. BAGME disseminates a pool of good practice -models of cultural education in schools. The aim of the communicative work of BAGME is to support schools, despite limited financial resources, to achieve effective promotion of art and culture.
